Confirmed by an SPK-licensed independent appraiser. The valuation report is a mandatory document for the application.

Property held for a minimum of 3 years

A "citizenship application" annotation is added to the TAPU (title deed) at the Land Registry. The annotation prevents sale during the hold period.

No prior criminal record

Applicants must provide apostilled criminal record certificates from their country of citizenship and any country of long-term residence.

No outstanding Turkish debt

Tax clearance and confirmation of no outstanding obligations to Turkish state institutions is required at submission.

Health insurance or SGK coverage

Applicants must hold valid health insurance for Turkey — either private international coverage or Turkish SGK (social security).

Genuine investment — no nominee arrangements

The property must be purchased in the applicant's own name. Nominee or trust arrangements are not accepted and will result in rejection.

Eligible property types

Multiple properties can be combined to reach the $400,000 threshold. Each must be appraised separately by an SPK-licensed valuator and annotated on its TAPU.

Residential apartments

From $400,000 — single unit or combined portfolio

Apartments in any Turkish city qualify. Istanbul, Antalya, Izmir, and Ankara are popular locations. New-build and resale both accepted.

Villas & houses

From $400,000 — single property or portfolio

Standalone villas and detached houses qualify. Coastal properties in Bodrum, Fethiye, and Kas are common among citizenship investors.

Commercial property

From $400,000

Offices, retail units, warehouses, and mixed-use commercial assets all qualify, provided they are legally titled (TAPU) in the applicant's name.

Land (with restrictions)

From $400,000 — construction-zoned only

Land qualifies where zoned for construction. Agricultural land near military zones does not qualify. Confirm zoning status with Ikamet before purchase.

SPK appraisal

An SPK-licensed independent appraiser inspects the property and issues a valuation report confirming $400,000 or above.

3-year annotation

The Land Registry adds a "citizenship application" annotation to the TAPU. The 3-year holding period begins. Sale is legally restricted.

Application submission

All documents are compiled, sworn translations completed, and the full dossier submitted to the PMM via a licensed immigration attorney.

Citizenship & passport

Biometrics taken, Turkish ID card issued, passport produced. Processing takes 3–6 months from submission. Your family are now Turkish citizens.

Common questions

Can I use multiple properties to reach $400,000?

Yes. A combined portfolio of properties is accepted, provided the total SPK-appraised value meets or exceeds the $400,000 threshold. Each property must have a separate citizenship annotation on its TAPU.

Does the property need to be new-build?

No. Resale properties qualify as long as an SPK-licensed independent appraiser confirms the market value is $400,000 or more. New-build and resale are treated equally under the programme.

Can I rent out the property during the 3-year hold?

Yes. Rental income is permitted during the mandatory 3-year holding period. The annotation on the TAPU restricts sale, not rental. Many applicants generate income from the property while the citizenship application is processed.

What happens if I sell before 3 years?

Citizenship can be revoked if the property is sold before the 3-year hold period expires. The "citizenship application" annotation added to the TAPU at the Land Registry legally prevents sale or transfer during this period — protecting both the applicant and the Turkish government.

Can my children get citizenship too?

Yes. Children under the age of 18 at the time of application are included automatically and receive full Turkish citizenship at no additional investment cost. Older children must apply separately as adults.

Do I need to visit Turkey to apply?

At least one visit is required — for biometrics and the TAPU transfer at the Land Registry. However, much of the process can be handled remotely via a notarised power of attorney. Ikamet will advise you on the minimum visit requirement based on your situation.
