How It Works
The 20% rule explained.
In 2022, Turkey's Directorate General of Migration Management (DGMM) introduced a policy to limit foreign national concentration in specific administrative districts (ilçe).
When the foreign-to-local population ratio in a district exceeds 20%, that district is declared a yabancıların yoğun olduğu mahalle (area with high density of foreigners) and closed for new short-term residence permit registrations.
This does not prevent you from living there — only from using that address for your permit registration. Ikamet has compliant address solutions for clients in affected areas.
My district is closed. What now?
You can still apply for a permit — you just need to use a compliant address in an open district. Ikamet can advise on your options without requiring you to move.
I already have a permit in a closed district.
You're safe. Existing permit holders can renew in their registered district even if it's now closed to new applicants. The restriction only affects first-time registrations.
